Make sure you have PEAR inplace by following here 

Open a new cmd prompt in admin (press the start key, type cmd, right click, click Run as administrator)

Type 

pear config-set auto_discover 1
pear install pear.phpunit.de/PHPUnit
pear install phpunit/DbUnit
